I just built 11 computers for the FBI which had a single 690 in each one and it was like selling a kidney and a liver to get them. We get our GPUs direct from EVGA with our reseller account and they even had to go out of the way to have 11 690s built just for us. Windows XP will work. But I think 7 is the top-dawg at the moment, in my opinion, at least.
