Check it out yourself. --> http://www.archives...._downloads.html The question is every body keeps saying that the second amendment is the right to bear arms but the actual document it is the forth amendment. However the transcript shows the second amendment. Article the second of the bill of right was not ratified until 1992. consequently this article is the the right for congress to give their self a raise. therefor the actual numbering is based on how they were ratified.
