Gain Match Question

Good question. IMO i would use a DMM and match off the lowest power. So whichever amp reads the lowest volume at maxed unclipped signal would be where i start.

Less gain. Less output voltage. Otherwise you'll clip on one amp

When using the CC-1 to gain match my two sub amps, does it matter which one I take the initial reading from? Or should I take the initial reading from the one with more(or less) gain?

less. This way the smaller one doesn't get turned UP to match the bigger one, possibly putting it in the distortion range. I have found though that when using the DD-1, the gain didn't have to be moved very much at all for perfect calibration with the CC-1. But definitely use the smaller one as reference, you shouldn't have to turn the other one down but a hair at the most.
