That is what the circuit board is doing yes, active vs passive, passive is on all the time, active is only on when voltage is high and making the circuit ACTIVE. Balancing helps greatly extend the life of the cap. According to the maxwell engineer I talked to last week, my bank will last 15 to 20 years. In my testing I also saw balancing as benefit in dynamic music, vs in a burp application I saw NO gain. Where do you buy these microchips? I also bought my caps from Chris. Not 100% up to speed on the Maxwells, but I have a 25 year old Streetwires 1 farad that sits at 2.7 volts to this day (20 volt cap) unless I leave it shorted all the time. Drain it to 0 and two weeks later it will have energy. Crazy. Even if there are shorting measures in place while I'm hooking things up it still makes me sweat. Rational or not.
