Arc audio 4000SE roasted? HELP!!

Hey guys, so i'm doing the finishing touches on my install and it came time to power everything up. When I powered up the sub amp (4000se), the fans went on max as if i were full tilt on the volume. realized the protection led was flickering red/green. I power cycled the amp and the logo started to flash. it did (flash, pause, followed by 5 more flashes.). power cycled again, and the fans went on again... i get either the LED flashing or fans on max. Hooked up a 8" mid-bass ive got and it sent the cone so far outward, it came out of the gap. realized ive gotta meter the amp, ive got 13.2v in & the speaker outputs are giving me 97.5V DC out??!?!?!??! 

The last time this amp was used, it smoked a sundown nsv4 18. Could a short on the sundown coil fry the amp?? Arent amps protected from situations like this, especially top on the line amps??

Popped the cover to find one led red & the other blue... Red is bad I'd guess
