well i was thinking should i put tape down then fabric and do the fiberglass. or just fabric over the plastic ?

I lay tape down. That way if I don't like it I can peel it up provided im not too far into it. You do need to find a way to ensure that the glass will not fall off though since you are essentially glassing to the tape.
