Windows up makes it have the effect of a 4th order (ported box into a sealed box), When you roll the windows down the car acts like a 6th order (ported into ported). A 6th order bandpass in most cases is louder but must be larger thus why people would rather hear a 150 sealed than a 155 with the window down because it's harder to get loud with the windows up. All you do is displace air in a car.
