  1. He is not gonna need to wet sand it if its only some swirl marks, compound maybe at the most if there nothing crazy no reason to wet sand right away unless its really bad try to compound it first.

    Nivram has the right steps on how to do it but id just try to compound and buff if its that bad try on 1 panel if it works then do the rest if not then might have to step it up to wet sanding but depending on how old the car is i wouldn't go to crazy on it don't want to burn through the clear and be screwed.

    if you do decide to get a buffer get a DA buffer less chance to mess anything up.

    and after you do all the steps put a coat of wax on your car since compound removes it all from the car so you need something on there to protect the clear.

  2. Do what i did scout around on craigslist and you will find one got me a hobart with tank and cart and extra tips and all for 350.

    i was going to get one of the gasless ones but from what i seen and when parts go bad cant find ones to replace with them id stick to a more main stream brand.
