Fuel Cell for Bagged Tahoe

I have a 99 Chevy Tahoe that is bagged and planning on building an aluminum fuel cell for it. Does anybody know if you have to build a reserve for the inside of the tank?

a reserve isn't like a tank or anything, its just when your car reads empty on gas you actually have a little more gas than you think so that you can put gas in before you run out and damage your fuel system..

I made my own reserve on my old VW. I put 2 gallons of gas in my empty tank and set my fuel gauge on E.

So I guess one is not needed.
