That's for attenuation of the tweeter, it allows you to modify the tweeter output in case they at to sharp or making a little. I'd stay with it at 0dB. I feel like you should be hooking the dd1 on the amp output before the crossover when checking for distortion, but I might be wrong.

If you're an experienced builder, and are confident in your box design/building skills as well as you tuning capabilities, then go for it. If you're not all those things, but you have quite a bit of disposable income for recones, go for it.
