Like I understand they're overrated, but HOW do you know what's overrated and what's not?

I know I know.. But I don't have a HUGE system.. I mean.. how overated can amps be? is that even legal?... and these amps are coming straight from the store,.. they'll work fine how they're suppose too... but like.. as I said, HOW overated can these things be?
