Subwoofer Glueing

Almighty, so I have a minor dilemma facing me.

I recently acquired two 12" Type R's for a good deal.

One problem. One of the subs, the cone and surround came unglued from the basket of the sub.

I was wondering if there was a budget glue I could use to re-glue it... Also I was wondering what would be the best plan to re-glue it, glue it all at one time and manufacture something that would apply pressure to the entire area, or should I do it a small area at a time, so I can make sure there is enough pressure.

Also, I was wondering if I could possibly get two birds stoned at one and use the same glue to glue on a dust cap to a Cerwin Vega I bought broken.. And the cone is made out of Polypropylene, and I read that most glues do not adhere to it very well. Also I kinda don't want to spend more than $20 for the glue in total.. If I have too I will but I'd prefer not too.
