iPad Mini Dash Install - Can't JB - How to turn on/off?

I bought a spring loaded kit, and an iPad Mini 2. Kits about 90% done, just needs some finishing sanding and then primer/paint. Got the iPad and found out that the last few iOS versions have not/and will most likely not be jailbroken. (Rumors are, they are waiting until iOS 10)

My original plan was to install the tweak "Activator" and have the iPad turn on and off with getting power from the lightning cord, and disconnecting power turning it off (sleep mode). (Also, was going to have it open and start playing Spotify)

I really didn't plan on ever taking the iPad out, except for when we have extreme hot or cold weather. I really don't want to, every single time I get in and out of my truck, just to turn it on and off. I mean I could put the screen to timeout at 2 minutes, but that'll just get annoying.

I know I can press the home button, but is there any way short of jailbreaking to achieve what I want? Pretty bummed out. I was just bidding on ANOTHER iPad Mini on eBay that was running iOS 8 and was jailbroken. Bidding was up to about $250 when I saw it with 2hrs left, and in the last 30 seconds jumped to almost $400. I was ready to pay about $330, but thats all I could front.
