need to step down dc voltage

well my Kawasaki 21.6v drill took a shit on me so i was wondering what i would need to step 21.6v down to 12v?

i got a federal signal 184 beacon that i can run it with but its got way to much voltage for it being that its made for a 12v with about a 5amp load, but the 21.6v battery runs the piss out of it

i was wanting to make some sort of spot light with this battery and step it down to run 12v stuff off of, the battery charger and battery still work, i was gunna modify the drill so it will still take the battery but i was gunna see if i can mount my 8000k bulb to it to make a spot light with it or something to play with to run 12v stuff off of it

so anyone know what i would need to step 21.6v down to 12-14v and still keep the current?

i was gunna try one of those light dimmers since it alters the voltage to dim the lights but i dont think it will work for such a low voltage

i would like to keep the charger and battery just for this, might sound stupid but hey, everything starts from something
