XS Lithiumbatts for a e-car

Dear Nathan my uncle have a little e-car, who is using as batts lithiumbatts. He tells me that he have in his car three packages of lithiumbatts, who build like bundels of cell-phone-batts. Did you know if its possible to use your Lithiumbatts as batts for this car. This car needs 4-8 kilowatthour for 60 mls. Sometimes my uncle have problems with the cruising range of his std batts.
