Its illegal to do this with regular copyright tracks but obviously legal to do with mixtape and free songs. Yes. And it is violated very often here. Every single download link for a slowed & boosted song is illegal. Not that it much matters as in the end we are doing this for non-commercial use and are increasing exposure for the artist. Any time you have have a power wire next to your frame put some rubber hosing (or cut up an innertube) around it.
