Everything in, not enough power?

I have just connected about everything, to complete my system install, the only thing left out is the alternator which i'll get to tomorrow.

Here's my problem sub DC lvl5 18" m2 1.4 dual, wired down to .7 ohms coming to the amp(AQ3500d.1) as follows

After starting up the car, RCA's in, 2 fuses withing 18" of the amp, and a constant voltage for now sitting at 13.5 coming into the amp on both +'s until i get the alt replaced with the mechman, i am having an issue of the sub maybe not getting enough power because i haven't done the big 3 yet, when i test before starting car i am getting .7-.8ish at the terminals and at the amp, so no idea if the alt is not doing its job because its a stock 112

I've tried messing around with the subsonic and db filter putting it up to 30-40ish hertz and a db level of about 6ish. I haven't touched the Gains yet, its sitting at default which i think its 5v and could drop down to .5 not sure because it got dark and i had nothing but a cell phone light.
