How to fix floor pan rust?

I think the picture makes it look worse than it actually is.

There aren't any holes in the floor pan, any ideas on how I can stop it from getting worse?

Get a wire wheel for a drill or angle grinder and try to get it down to bare metal. Then prime it and lay down some bedliner material. My driver side had surface rust like that, and that's what I did. My passenger side was completely rusted through in some spots, so I cut it out and put new metal in
