Take a ddm and set it to ohm's and measure the resistance of the coil. Also put your ddm on ac and see if your getting voltage out of the terminals it is connected to. Also i take it you are using a multi channel amp so just do a once over of all the connections and tell us what type of amp it is.

The AMP works and the terminals from the amp are working since another subwoofer worked with it. All the connections are correct. I feel like maybe the sub locked up or something

Probly is but to make sure use a Digital Multi Meter to check what the resistance of the coils are for the sub if they are not 4ohm like you said the sub it then it is time to figure out why it blew and after that then get a new sub.
