They are transformers for impedance matching. they were big in the 80's and early 90's. it would work both ways. you could run 1 ohm woofers on a 4 ohm amp or 4 ohm woofers on a 1 ohm amp. it was reversable, Rockford made these too back in the day. I had one in my office for a while.
