can anyone make sense of this 3.25ft3 (92L) + port displacement 3x13.25" (7.6x34cm) port, 14.5" (37cm) long ???

3x13.25 means 3 times 13.25 which is 39.75 in so it is 39.75 inches tall.

No. Those are just how the measurments are typed, just like 01zx3 said, that is for the port, so the port will be 3" wide, 13.25" tall, and 14.5 long.
