Does anyone know any good amps that are stable at one ohm that is 500-700 watts RMS, That is made for budget? maybe 100-200 range

thats why you tune the gains to make the amp output what you want.

edit: and if you ever upgrade you always have that extra power on tap.

No, he said if you have it wired at 1ohm, you can just turn down the gain on the amp until it puts out just the power that you need. You should have an Oscope or a DMM to set them to a specific voltage/wattage though.

step 1: acquire multimeter (preferably digital)

step 2: find gain tuning thread

step 3: turn gain knob till desired number is reached

step 4: profit
