Should i get a 3000 watt mono block amp,

will it put out 3000 watts to each sub or 1500 to each sub?

Depends on subs.

Probably not depending on voltage drop, impedance rise, etc. Id be surprised if each sub got even 800 clamped watts. But in a perfect world, each sub would get 1500wrms. Power is equally distributed between the subs if theyre the same.

Do you have any experience with car audio first? Running 3,000 watts requires a minimum of all 0/1g wiring, big three and a extra decent size battery in the trunk and maybe upgrade the starting battery. Upgraded alternator wouldn't hurt also.

And power output from amps is at a rated ohm load. So if a mono block amp is 3,000 watts rms @ 1ohm you need two dual 1ohm or dual 4 ohm subs to wire down to a 1 ohm load on the amp and yes it distributes the power equally. So 3,000watt amp on two subs will feed each sub 1,500 watts
