Or the shoes are so worn down that they just don't have anything to grip with. The e-brake is engaged by cables and springs, but your regular brakes are engaged by fluid pumping through the lines... So your brakes may be working perfectly, but the spring/cable on the e-brake is what seems to be the problem.
