n1ghtsn1p3r Posted January 26, 2013 Report Share Posted January 26, 2013 IIRC, Steam looks at AppUpdateStats.blob to see how much of the game has been downloaded. Verifying cache is supposed to check the game files and compare to how much the blob file has recorded, along with what files are indicated by the NCF, GCF, or ACF files (not sure on ACF, since it uses a new format and I'm not aware of any 3rd party tools that can read it). If you manually copied the game over (say from a retail disk, but later rebought the game on Steam), you verify the cache so it doesn't redownload the entire thing, only the files that are missing. If that still doesnt work, see if your new modem/router has a firewall. You'd also get a new IP, which may cause Windows firewall to not have the same rules.
