when i had an ebay alt (worst mistake ever) in my corolla, i was seeing 12.4 at idle. alt wasn't even turning on at like 700rpm. hit the gas and it spiked to like 15.5v, settling to 14.

thats exactly what my mechman was doing.. sent it in for repair and never put it back on.. it was belt slip the cause and sent for repair because of bearing

bearing noise

when i rev to about 800rpm the lights and everything else is fine. voltage goes from like 12.4 to 14v or so

yeah thats an alt turn-on problem. smaller pulleys fix that.

so get a smaller pulley an it should take care of my problem? an give better output from my alt from idle an over all?

correct. smaller pulley lets the alt spin at a faster rate.
