My port is 9"tall by 7" wide and 17" deep gives me just over 28hz... my question is, is my port to small.. to my understanding thats only 7 square inches of port area per cubic foot of box.... can anyone help....

If you were to put a lot more power to those subs a larger port would probably be a good idea. Am i correct about my port being 7 square inches per cube... cuz i read somewere that i want 12-16 square inches of port per cubic foot of box

The whole 12-16 sq in per cubic foot is really just a rough guideline. Its better than nothing, but there are significantly better ways to determine how much port area you need based on the size of the subs, their xmax, tuning frequency, and power you will be using. If you are going to be adding power, you will need more port area. Fecupe's suggestion of three 6" aeroports would be a good start, PVC actually makes a pretty good port if you put a nice flare on the ends. If you want to go with a slot port I would suggest you shoot for around 110 sq in.
