I installed an OPT7 35w blitz S2 kit with the relay harness and capacitors. Is it right for them to flash like when halogen blow before they warm up?

Some will. There are several factors as to why it will do it.

If you're saying when you turn them on they have a really bright flash, then dim, then slowly brighten up until they hit their normal temp then yeah, that's fine. Mine do that and I've had my kit for about three or four years.

If it's a continual thing and it gets worse, like flashing or not getting brighter then you have a problem.
