Subwoofer not "hitting" like it should

vAC was set to 34.x (for 600 RMS), but in actual music play, it only peaks to 26. Significantly lower. Is there anyway to combat this to get the full output? Being 26 only, that greatly diminishes an only 600 wrms sub output. 

Just installed a 10w6v3, and it isn't producing bass like how I would like it to. I tapped into my factory stereo postamp to LOC (thinking it was processed). Tried my iPhone directly at the amp, and still got around the same numbers. Was thinking of the LC2i, but I don't think that will make a difference because this happens even with my phone directly at the amp via RCA. Any thoughts?

Did some research. Going to tune at - 3dB sinewave to match the recording level of the music. Let me know if you have any other suggestions to that.
