It's a mistake with the subs wiring, typically one of the subs has inverted polarity with respect to the other one, just check a wiring diagram to find out what you did wrong.

Realize this is a reply to an old post, but for the sake of those reading this after the fact who may have the same question, if you supply 9v (little square battery) to the speaker leads (disconnected from amp) both subs should push out and stay out or pull in and stay in while the battery is connected to the leads.

This way you can visually confirm their polarity is the same or out of phase with each other.
