Has he already went past the reserve? If not, it might be him trying to get the lowest price possible to find the reserve. If not and he's already over the reserve, cancel his ass.

people with low ratings are sketch imo. i've had enough run ins with fake bidders to require a certain amount of feedback or else i can cancel their bid. once they win, and dont pay, you gotta pay the fees as tho you did sell it, then relist it and it's a pain.
