I have a 1995 Mercury Sable that I want to fashion into a low rider . Is it possible to Put hydraulics on a FWD with Struts? Will 8" cylinders be enough?

Yes you can do it. What kind of rims are you putting on it? Also, I am pretty sure that is a uni-body correct? If so you basically have to baby it because you can't reinforce a unibody car and if you go crazy things will buckle easily!

As far as teh cylinders, 8" will be more than plenty all the way around.

You can't rush quality, it doesn't happen overnight. Quality takes time and dedication, but the end results more than pay for it.
