    sand blasting with a small beed blaster would obviously be your best option however if this is not a possability for you, you can always used a drill and a wire wheel. paint adhesion will not be as good with that method due to all the small indentations that you will not be able to get the rust out of but it will work decent. If you are going to use a beed blaster, do not use silica sand though. As for paint, use a high temp brake caliper paint. You can usually find it on the self at any oreilly's. Good luck...
