Operational military sucks - initial training is the most organized part of your military career. You said that even with the rear batteries unhooked and the amp hooked directly to the front battery it still reads 12.0-ish? That makes it seem like its the amp. Although its weird how after you charge the batteries it reads fine for a few minutes then drops off..
