Should I use download Audacity 2 or 1.3 to slow and boost songs? Are they pretty much the same program?

I drive to school, charging voltage is 14.2. I drive my car out to lunch, it's charging at 13.6-13.7. Nothing has changed except for the car sitting in the sun. Ideas?
