Okay so I've tried a couple things already. Put a ground from batt to alt. Replaced a factory ground for radio to a solid spot on the body. Now the noise does go with rpms just an FYI. When I unplug rcas from 4 channel noise stops. I don't seem to have any noise from subs, primarily comes thru tweeters. I haven't tried playing a seperate source to the 4 chan. Any other ideas guys?

The noise started when I got in my car to go home from work. Worked perfectly fine before. Only thing I did was dump water out of my taillight.

check your 4 channel ground man, thats all i can think of, your taillight could cause it, or it would mess with your other amps for your subs, maybe the 4 channel one came lose, i had the same thing happen on my old setup, when id rev the engine i could hear it trough my sub and it would get louder, i think i just re wired it all, its been a while, was in the old car.
