First of all, you need to have documented what he did to the car. If he did any work without her signing a waiver, letting her know what he is going to do, then your screwed. If she did sign a waiver, then that is proof that he had the car and worked on it.

As far as the car overheating, here is a couple of quick items for you to check out on the car.

1) Is the car leaking coolant?

2) Usually on one of the sides of the radiator on the bottom is the thermostat. If you pull this out, is it stuck closed?

3) Does the motor even have any coolant in it?

4) Is it a newer car? Newer cars use that pink or orance coolant and i know lots of people have topped off their coolant with the green/yellow stuff and these two type of coolant don't mix and turn into a gummy substance which clog up the hoses, which cause the car to overheat

As far as the not starting, have you guys checked the battery or distributer to make sure they are ok and hooked up correctly? Are the plug wires attached to the plugs? Is the car carb'd or fuel injected?

If he is unwilling to own up to his actions, there is nothing you can do to force him to work on the car. If you bring in an LEO (law enforcement officer), they might help you reach an agreement with the mechanic, but unless there is signed paperwork that he is working on the vehicle you have nothing.

you gotta have some BIG ones to do this, but..... park your car right smack dab in the middle of thier driveway (with hazard lights on, that way it would require a LEO to have your car towed) have your sister march around her car holding a very LARGE sign that states what they did to the car and how they plan on taking care of this matter... they should be more than willing to fix her car before the first news crew gets there FTW!!!
