What happens is your tires get hot, rubber and metal get malleable and you hit a nice pot-hole somewhere along your journey and the welt forms, you keep driving on it and it'll get worse..................They're a real pain in the ass to get. I've ALSO noticed that when I go to get new tires because lets say just my back ones are worn out, but rotations would be useless, and I need 2 new ones, not all 4, I seem to be very unfortunate and must have happened to hit an invisible, unnoticeable pothole on my way to the shop, because the sleaze bag comes in and kindly informs me that I have a welt on each of my front tires...........................so I'll need 4 new ones, not 2................ would almost bet that if I went out there, I could find a very hot piece of metal laying around somewhere with the scent of burning rubber on it, so now instead of letting a big-chain store rape me, I go to a small-time body shop and the asain guy gives me some badass prices on tires and he's really trust-able and hilarious.
