Start with a wire wheel or a file for the deburring process the wire wheel ( a soft one) will change the appearance of the finish, where as a file ( a round or a skinny flat ) will just get at what ever you put it up against.... To cut it, just use a hacksaw with a new blade and go slow till you get a good groove cut, Its probably not worth buying a metal cutting blade for your miter box for one or two cuts... 2007 Toyota FJ Cruiser Voo Doo Blue my upgrades and "build" thread.
