you can get either a counter sink bit or buy a set of drill bits with adjustable depth countersinks (also called screw pilot bits) ...

you countersink before you place screws..

Easiest way, take a drill bit the size of your screw head, and just punch in a little, then get a small bit smaller than the actual screw and drill into that little whole. Countersink without the expensive countersink bit.
