That's how almost every amp works, when they see battery(ish) voltage on the remote they turn on. That doesn't really answer what the problem is though. I'd double check your ground. Yea at the head unit, check to see if it gets voltage when the radio turns on...I would check behind the head unit...instead of at the amp...if you get nothing than its fried so you might have to either run it from a switched source at your fuse box...
