I don't know how your builder is getting 36 Hz, but I sure don't. Depending on what method of end correction used for accounting for the fact its a 3 common wall port I come up with a tuning between about 29.5 and 32 hz. Tuning calculations aren't an exact science anyway and even little things like changes in temperature or air pressure due to weather will move your tuning around a Hz or two. I would just build the box as its designed and not worry about it.
