No..... Set it at like 25hz. If you know your music, box, subs and cabin you MAY get away with running your SSF lower than that. You REALLY need to know all the aspects of your build and music. Its safer for you to just set 1/2 octave below tuning which would be about 25-26 hz... You should just put up the dementions of your box so we can double check to make sure your box size and tuning is what you claim it is, reading your comments you seem confused on some aspects. You will get the proper help on here if you genuinely want it..

Port inner dimensions without .75 mdf 16.5" tall and 5.81" wide 31 inch L port first board is 13.25" and second board is 14.75" might be mistaken which board has which and the decimal after the whole number but pretty close

I forgot to put in for common wall and what ever (if any) bracing you have. Right off the bat you can see your tuning is really high... Thats one reason your not playing your lows very well... Also your port area is huge ! Should be around 40-60 inches square for that sub on that amount of power...

When you put box height it's 18 inches not 16 but yeah I know the port is huge what size of port should I have went with I just didn't want the wind sound from a smaller port

This is the corrected spec with box height 18" and added (2) common walls on the slot port spec.

Me personally.... I would do 4.5 cubes net tuned to 28-29hz with 14" of port per foot (which = 63 square inches of port) a 4.5 cube box will be good for the anount of power your running IMO tune of 28-29hz will allow you to safely play down in the low 20's (if you want to) and 14" of port per foot is big enough so you wont get chuffing noise.... Someone else may chime in with their recommendationl, In the end its your box not mine, just telling you what i would do if it was mine.

I think your port area is fine where it is. Extra port area doesn't hurt anything, tuning lower would probably help significantly though.

If you shrunk you port width from 5.81 to 5 by means of dropping in a sheet of 3/4 MDF and increasing your port length from 31 to 40 by lengthing it internally (if you have the room) your box will be 5.32 cubes net tuned to 28.89 hz with 15.5 square inches of port per foot... Its an easy change to do and you should see some improvement.
