How do you calculate the radius of a slot port?

Yup, my calculator should work fine at 38 - 40 Hz, just be sure to enter that in for the tuning frequency.  

As far as your recone goes, I can't really say what effect using a combination of parts will have.  As long as you are in the 1.75 - 2.5 cu ft range you should be fine, I would think.
