whats better 3 15s at 650rms ea or 2 at 1200rms ea

i have an 8 cubic ft box and i want your guys opinions on whats better 3 15inch soundqubed hds3 at 600rms each or same enclosure 2 soundqubed hds3 15s at 1200rms each.

3 15s in 8 net would be 2.6 net per driver, too low for those 15s, not to mention that you would need more port area for 3 drivers and that would increase port displacement which in turn reduce the net volume per driver below the 2.6 net,  4 12s instead could run very well in 8 net having a total cone area close to the 3 15s.

think im going to do the 2 15s at 1200rms.   i have them at about 700 800rms ea and having trouble hitting the super low notes before the kayne verse in I PUT ON whyyyyy i dont understand its so soft and quite lots of other songs are loud. i have a BIG ASS PORT and its the vera tune i have tried 26hz and 35hz still not shit i swear any ideas
