Ported Enclosure for (8) 15s, budget build is there a specific port velocity one should aim for to be as windy as possible?

Building a budget wall, (8) 15s in 28 cubes net tuned to 28 hz. I have a couple of questions in regard to the design of the enclosure. I’m looking to be as windy as possible. Is there a port velocity that is best for producing hair tricks? The FS of the subs is 38 hz, is there going to be some downside to tuning the enclosure at 28 hz? Will be running 3500 rms into the setup. Trying to figure out the ideal port area and placement to maximize demo abilities.

Total. They are rated at 500 rms a piece
