Connect them to the -3dB setting on the crossover.  They are getting too much power.  When you say the amp is only turned up half way you have to account for the pre-out voltage on your headunit.  So halfway could mean at full power for the comps and if the amp can supply more they could be getting more than they need.  My tweeters do the same thing If set the gains too high.  It's called tweeter protection; consider yourself lucky they have that ability and didn't blow.

what amp is it? i know rf is 400amp 14.4v for birthsheet and different ones for rated power

So the tweeters cut out from too much power??

Cause when I turn my sound system up high it sounds all nice and clean but then the tweeters cut out and when I turn it down for a while the tweeters come back and working
