Looking into buying a car

Hey guys,

Well I found this car and today we went out and checked it out. I like everything about it but there are few things that I have a question about.

First of all there is a part in the engine that is broken off (I don't know what it is but it looks like its some kind of pump or something, the dealer didnt know what it was also.... ) I took a pic of the engine but it is really hard to see so I just got some pic of google, do any of you know what is that thing in the green circle ?

Another thing is that the whole engine is covered in some kind of liquid, I asked him what It was and he told me that it's a liquid that makes the plastic shine, but it's sprayed all over the engine and in some spots its even sprayed on the dirt that was on the engine.

There is another problem but It's not a biggie.... the back wheels are rubbing against the fender when 4 people sit in the car, but I'm going to roll them anyways to fix it .

Here is the car: 2003 330i with 74k miles , I don't think it has any engine mods.

I say don't buy it if there is something obviously broke on the engine and the dealer doesn't know what it is/didn't fix it..

that would be your power steering pump i believe, i've done a lot of oil changes on these and such, if my memory serves me right that's power steering reservoir

well we took a look at it and it just a bolt or two that snapped off i think ... someone said it has to do something with emission.. again tomorrow m uncle is coming and he has the tools to check everything...
