The board doesn't look physically damaged from the pics.... Just some smoke damage. If you can get some better pics, maybe take off the plates that hold the mosfets tight, or where the amp blew, we'd be able to give you a for sure answer.

I live in Toronto, Ontario, Canada and would like this amp repaired by the 27th of June (if it can be)

I'll explain what happened.

I had just finished hooking the amp up and started playing some songs for about 4 minutes... Voltage never saw below 13V. It wasn't near full tilt, as I didn't have any ports in my enclosure (Porting thru the rear deck with a pair of Sundown NS) All of a sudden, i hear a pop, and then a couple more. I shut the deck off, look in the trunk and its all full of smoke. I immediately take the cover off the amp to see flames. What looked to be on fire were those black rectangular things you see in the pics.

those would be the MOSFETs. DB-r and Zed are the only amp repair places i know of. zed is closer to you, i think.

Send it to db-r if you can. He has all the tools and know-how to fix these amps. It'll run you a few hundred dollars, they usually sh!t themselves completely, power supply and output sections blow up. At least he fixes them stronger than the factory builds them. Usually they're dead because an output MOSFET has snapped off causing the other ones in the group to fail short circuit, the amp can't go into protect fast enough and the power supply goes off like a bag of microwave popcorn.

I have owned 2 of these, I'm half way through repairing one at the moment.

You had the amp screwed to your box, right?
