If you don't then you will be relying on the glue to hold it and it will be constantly pulled on. That panel is going to be a pain in the ass anyway from the looks of it. i think you are going to have a hard time with gathers around the radius of the tweeter mounting panel. keep the material warm with a heat gun. I use a cool damp rag to press the material down so i don't burn my hands and it helps slide against the vinyl. Get "real" spray glue or don't do it.
